Am I able to create UPS (not USPS) shipping labels in a Shopify Lite plan? Or do o need to get a higher plan in order to purchase and download UPS labels?
Also, is the UPS rate that I am charged lower if I am on a higher paying Shopify plan?

You can not buy UPS shipping labels in Shopify Lite plan. You need to upgrade to the Shopify Basic plan (at least) to generate and download UPS shipping labels along with the discounts from Shopify.
