Customers cannot create a new account

I'm not sure if this has been an issue since going live with 2.7 a few weeks ago or a new issue, but customers cannot create an account. I've tested, filled out the form and nothing happens after selecting create an account.  Not sure how to troubleshoot this issue.  Has anyone ever experienced this?   I've searched and seen this issue occurs but no solutions have worked for me.

A test with an email address never registered, an email to activate an account, but the page just reloaded with no notes about check your email.

A second test worked, I deleted a test customer account, signed up again and was redirected to the homepage and logged in. Seems this issue is for existing customers, but no error is received that they have an account.
